ملخص
إدارة التنمية المحلية في الجزائر ،لم تنجح في صنع سياسات عامة محلية ،تعبر مخرجاتها عن الاهداف التنموية للمواطنين ورغم منح المشرع لكل من الولاية والبلدية صالحيات عديدة، الا انها ليست كافية لمواكبة التسير العالمبى للانظمة المحلية ،وفق المنظور التشاركي والحوكمة ، وفق منظور التشاركي والحوكمة إضافة الي العجز المالي الذي تعانيه معظم البلديات الجزائرية الا انها ليست كافية لمواكبة التسيير العالمي للانظمة المحلية ، القائمة ، والمشاكل السياسية التى تتخبط فيها المجالس الشعبية المحلية من انسداد وصراعات شخصية. كل الجهود من هيئات محلية رسمية ، إن الحديث عن وجود آليات لمعالجة هذه التحديات يتطلب تكاثف ومن جميع الفاعليني السياسيين غير الرسميين ،اولهم المواطن لانه هدف التنمية المحلية ووسيلتها في نفس الوقت Abstract The Department of Local Development in Algeria has not succeeded in making local public policies whose outputs reflect the development goals of citizens, and despite the fact that the legislator grants both the state and the municipality many powers, but they are not sufficient to keep pace with the global management of local systems, based on the participatory perspective and governance, in addition to the inability The financial problems that most Algerian municipalities suffer from, and the political problems in which the local people’s councils struggle, including blockages and personal conflicts. Talking about the existence of mechanisms to address these challenges requires the intensification of all efforts from official local bodies, and from all unofficial political actors, the first of which is the citizen because he is the goal and means of local development at the same time. |
