ملخص
ترتبط أزمة التنمية المحلية في الجزائر بتعقيدات النظام السياسي وكذلك للمنهجية المتبعة في إدارة التنمية وبخيارات الفئات السياسية والمحلية التي تحكم البلاد، حيث يدور التساؤل حول ما إذا كنا في حاجة إلى إصلاح اقتصادي مبنى على هيكلة شاملة للقطاع الاقتصادي والمالي أم منهجية جديدة تتوافق مع الواقع وخصوصيات كل منطقة. إن البحث عن حلول للأزمة التنموية في الجزائر وتحديدا بولاية سعيدة مرهون بشكل حثيث بإعادة الثقة في السياسة المالية؛ إصلاحات تهدف إلى تعزيز النمو، وتعزيز الحماية الاجتماعية، بالإضافة إلى تعزيز الثقة بين الإدارة والمواطن، لذا بجدر بنا فهم أولي للأزمة جيدا من أجل تقديم الحلول والاستشراف للمستقبل. Abstract The local development crisis in Algeria is linked to the complexities of the political system, as well as the methodology used in the management of development and the choices of the political and local groups that govern the region. Finding solutions to the development crisis in Algeria, particularly in Saida State, ultimately hinges on restoring confidence in fiscal policy; Reforms aimed at fostering growth, strengthening social protection, in addition to building trust between the administration and the citizen, it is therefore necessary to have a good initial understanding of the crisis in order to provide solutions and anticipate the future. |
