شهدت مرحلة ما بعد انتهاء الحرب الباردة متغيرات دولية متعددة ومتسارعة، ولقد كان من أبرز وأهم تلك المتغيرات الدولية، التطورات العلمية والتكنولوجية، وما نجم عنها من منجزات باهرة في شتى مناحي الحياة، والتي قد أحدثت تغيرات جذرية في البناء الهيكلي للمجتمع الدولي، وكان من عظم نتائجها أنها قد أحدثت جما من التغيرات في جم من المفاهيم، ولعل مفهوم السلم والأمن الدوليين كغيره من المفاهيم لم يكن بمنأى عن هذه التطورات، والحقيقة أن التطورات العلمية والتكنولوجية وضعت السلم والأمن الدوليين في مأزق بالغ الخطورة، يتمثل في أن منجزات الثورة العلمية والتكنولوجية تمثل بالنسبة للسلم والأمن الدوليين سلاح ذو حدين، أي بمعنى أن التطورات العلمية والتكنولوجية لها استخدامات سلمية وعسكرية على حد سواء، مما يؤثر بالسلب والإيجاب على السلم والأمن الدوليين. لهذا فقد حاولت هذه الدراسة التطرق إلى مدى تأثير التطورات العلمية والتكنولوجية، وما أفرزته من مجالات متعددة في مجال التكنولوجيا النووية والكيميائية والبيولوجية، ومجال الفضاء الخارجي، إضافة إلى مجال الفضاء السيبراني، وتأثيراتها على السلم والأمن الدوليين.
" Impact du développement de la science et de la technologie sur la paix et la sécurité internationales" Résumé: La période de l’après-guerre froide a été marquée par des changements internationaux multiples et accélérés. L’un des changements internationaux les plus notables et les plus significatifs a été les développements scientifiques et technologiques et les réalisations remarquables dans divers domaines de la vie, qui ont conduit à des changements radicaux dans la structure structurelle de la communauté internationale. L’un des grands résultats, c’est qu’ils ont apporté beaucoup de changements dans de nombreux concepts. Peut-être le concept de paix et de sécurité internationales ainsi que d’autres concepts. Cette étude a donc cherché à déterminer dans quelle mesure les développements scientifiques et technologiques et les multiples domaines qu’ils ont produits dans les technologies nucléaires, chimiques et biologiques, l’espace extra-atmosphérique et le cyberespace, et leurs implications pour la paix et la sécurité internationales. Impact of the development of science and technology on international peace and security » Abstract : The post-cold war period was marked by multiple and accelerated international changes. One of the most notable and significant international changes was scientific and technological developments and the remarkable achievements in various spheres of life, which led to radical changes in the structural structure of the international community.
